PROBLEM TO BE SOLVED: To execute the IPL(initial program loading) of mass programs and data to a work memory circuit in a short time and to easily back up and store data in the work memory circuit. SOLUTION: Application programs from a magnetic disk device 5 and standard station data e stored in nonvolatile manner in a flash memory circuit 4. A MPU 1 loads and stores standard station data from the flash memory circuit 4 on a DRAM circuit being the work memory circuit. The MPU 1 temporarily stores work data in the DRAM circuit 3 by using the application program of the flash memory circuit 4 and standard station data of the DRAM circuit 3 and executing a work operation, and controls a line exchange circuit 6. Standard station data against the storage terminal of the DRAM circuit 3 is updated by update station data from a maintenance personal computer PC at need and station data after update is backed up and stored in the flash memory circuit 4.
