PROBLEM TO BE SOLVED: To prevent deterioration in the image quality in center part of screen. SOLUTION: A frame memory 2 is used to prevent split border lines from crossing the center of a screen in the case of splitting an image into a plurality of parts. A motion detection circuit in each of coding circuits 3, 4, 5, 6 uses an identification signal from an area identification circuit 13 to detect an area being an upper limit of motion detection within the range of the split areas. Each of coding amount control circuits 7, 8, 9, 10 and an area dependent code amount control circuit 14 decide a code amount to be assigned to each of the coding circuits 3, 4, 5, 6 so that a total output rate is constant. |
