PROBLEM TO BE SOLVED: To provide a processing method which can optimize value of radio section capacity of up and down links by making a soft handover start time different handover start/end opportunities between up and down links. SOLUTION: A control part 27 decides that either an up link or an down link undergoes soft handover start/end based on a supplied. decision result. This decision information and identification information which discriminates between up and down links are sent as a soft handover start/end notifying signal from an antenna 10 via a code part 29, a demodulation part 31, a sending part 33 and a send/receive separation part 11. A base station executes processing after it receives the soft handover start/end notifying signal. Because a receiving level of a pilot channel is similarly measured and supplied to the control part 27, the control part 27 sequentially send the measured value as a pilot channel receiving level notifying signal from the antenna 10 together with other control signals.
