PROBLEM TO BE SOLVED: To provide the image pickup element by which image compression processing is efficiently conducted and in which a memory component is used most efficiently and the image pickup device provided with the image pickup element. SOLUTION: Taking an example of the case of using an image. pickup element with valid pixels of 1152 (lateral)×872 (longitudinal), a numeral 1152 is a multiple of 16 and a numeral 872 is a multiple of 8. Since the number of the pixels is an integer multiple of 8×8 pixels which are the processing unit for the JPEG compression processing, for example, it is not required to add dummy pixels and then efficient image compression processing is executed. Furthermore, in the case of generating 4:2:2 system luminance signal Y and color difference signals Cr, Cb from this image pickup element, a total number of pixels is 2,009,088. Let a bit length be 8-bit, the pixels require 2,009,088 bytes, which are just stored in a memory whose capacity is 16Mbits (2,097,152 bytes). Thus, the memory capacity is effectively used to the utmost, the memory component is minimized and then the product cost or the like is reduced.
