PROBLEM TO BE SOLVED: To provide the picture element signal processing unit and the image signal processing method in which distortion at an edge is reduced and resolution in the vertical direction is not almost lost after interpolation even in the case of an image with a large motion by not reflecting a change in a timewise direction onto a still image reproduced and displayed when the image signal is displayed as the still image. SOLUTION: An image signal is given to an image input terminal 101 and the image signal is given to a field extract device 102, in which only data of one field in two fields in a frame are extracted and a frame interpolation device 103 uses only the data of the extracted field to configure at a of the entire frame and provides an output of a still image with less deterioration from an image output terminal 104.
