PROBLEM TO BE SOLVED: To allow an exchange to reserve a channel of a speech opposite party when a speech of a mobile terminal is interrupted due to squelch interruption and to attain recovery of the speech which is interrupted due to squelch interruption after making a call to the mobile terminal and receiving its reply. SOLUTION: When a mobile terminal 1 is interrupted due to squelch interruption resulting in causing squelch interruption of a radio speech channel 3, a radio base station 4 a radio base station 4 informs a reason of interruption (squelch interruption) and an interrupted cell zone number 2 to an exchange 5. The exchange 5 stores a communication channel 6 and the cell zone number to a call memory 6. Furthermore, the station 4 reserves a communication channel 8 with a telephone set 7 and uses a guidance transmitter to inform a guidance to the telephone set 7. The exchange 5 sends a call signal addressed to the mobile terminal 1 to the radio base station 4. In the case that the mobile terminal 1 replies the call signal, the exchange 5 hunts a communication channel with the radio base station 4 to relies the communication channel 8 for the telephone set 7 to attain a speech between the mobile terminal 1 and the telephone set 7.
