PROBLEM TO BE SOLVED: To obtain an evaluation result close to a subjective evaluation result in a short time by calculating an image data AC component power of an entire frame and weighting the power onto the S/N of a difference between evaluation object image data and its original image data. SOLUTION: A differernce calculation circuit 12 calculates a difference between an evaluation object image and each pixel signal and the result is given to an SNR calculation circuit 13, from which the S/N of the entire frame is obtained. On the other hand, an AC component power calculation circuit 14 calculates a mean value of AC component power values of the entire frame from the original image picture element signals and the result is given to a weighting circuit 15. The circuit 15 applies weighting the S/N of the entire frame to each frame by using a predetermined function based on the mean value. Thus, an evaluation result closer to a subject evaluation result is obtained in a short time from an output terminal 16.
