PROBLEM TO BE SOLVED: To provide a reflecting material, which has high reflection brightness when used at night, causes little falling of glass microballs (transparent microballs) by friction during using, washing and dry cleaning, and causes little falling thereof even when manufacturing condition has a little dispersion in the manufacturing process. SOLUTION: In a fixed resin layer 25 held by a supporting body 24, the transparent microballs 21 having <=500μm diameter are embedded with an embedding rate of 40 to 80% of the diameter and a transparent resin primer layer 22 having 1 to 10μm thickness are disposed on a spherical surface on a rear embedding side of the transparent microballs 21. Further, a reflecting layer 23 is disposed between the transparent resin primer layer 22 and the fixed resin layer 25.
