PROBLEM TO BE SOLVED: To reduce the number of times of occurrence of hand-over processing caused when a mobile communication terminal moves at a high speed during communication. SOLUTION: Radio base stations 400a to 400c are arranged along a path on which a mobile terminal is movable. In each unit period being a crossing time of a radio zone at an estimated mobile speed by the mobile communication terminal, a radio base station 400b relays s signal line having been relayed to a radio channel on an incoming radio transmission line 300a0 for a preceding unit period by a radio base station 400a to a radio channel on an incoming radio transmission line 300b0, In this case, a frequency band and a time zone of the radio channel in which the same signal line is relayed by the radio base stations 400a, 400b are equal. Thus, when the mobile communication terminal moves in the incoming direction at an estimated speed, the communication with the same signal line is conducted by using the radio channel of the incoming radio transmission line 300b0 in succession to the radio channel on the incoming radio transmission line 300a0 without hand-over processing.
