PROBLEM TO BE SOLVED: To realize an infinite loop cell generation prevention system on a plurality of ring network links being able to cope with even the simultaneous occurrence of faults. SOLUTION: An infinite loop cell eliminating section 11 provides an output of an ATM cell 101 or eliminates the cell according to cell header information and a release node setting signal 109. A cell selection section 12 receiving the ATM cell 101 eliminates/transfers/receives the cell as an ATM cell 103/104 to a subordinate node/own node terminal equipment according to a cell control signal 105 and a node number notice cell control signal 106. A cell control section 13 discriminates a cell reception/release cell processing mode according to the cell control signal 105. A node number notice cell transmission reception section 14 that sends/receives a node number notice cell whose payload part has preset own node number information 107 periodically with respect to a just preceding/subordinate node extracts just preceding node number information 108 from the cell payload part, a release node judging section 15 compares the information 108 with the own node number information 107 so as to judge a release node number preceding to its own node and generates a release node setting signal 109.
