PROBLEM TO BE SOLVED: To effectively utilize talent while preventing the partial storage of items by distributing a quantity of stored items of ordinary processing roll to the user of substitutable roll by defining the substitutable roll. SOLUTION: A roll distributing means 102 receives an electronic document (item) to be circulated sent from a user processing means 104. The item contains an item ID, the ID of business process to which the item belongs, the roll in which circulation is performed, and document data to be processed. The roll distributing means 102 extracts the next circulation roll of business process corresponding to the business process ID and circulation roll of the item according to a business process definition table 101 to which the item belongs. After the circulation roll is extracted, the roll distributing means 102 writes the item into a roll item DB 105. Besides, a work quantity collecting means 107 collects the number of work items for each roll from the roll item DB 105 and stores it in a work quantity table 109. |
