PROBLEM TO BE SOLVED: To flexibly form a multicast channel without occupying a specific transmission band by distributing a transmission unit to output paths different physically and setting a destination denoting a logical output path. SOLUTION: A routing means 11 decides physical and logical output paths as to a transmission unit given from an input path based on the adaptive routing system, and then assigns a physical link between the physical output path and the input path and the logical channel to be formed on the link. A channel exchange means 13 distributes a transmission unit to all the physical links. Storage means 151 -15N arranged individually corresponding to the output paths sequentially store the distributed transmission unit in the first-in first-out method. Copy means 171 -17N sequentially read the stored transmission units and distribute them to all the assigned logical channels. Destination update means 191 -19N set the destination denoting the logical output paths in the unit of the transmission units.
