PROBLEM TO BE SOLVED: To attain line connection even for a mobile radio telephone set not whose mobile radio telephone set identification number(MIN) and electric serial manufacture number(ESN) are not registered in a mobile radio telephone channel enterprise only to a call limited to a specific telephone line. SOLUTION: When a mobile radio telephone set with MIN registration of '00000000' makes a call (S11), a base station detects an ESN and the MIN from received data from the mobile radio telephone set (S12) to check whether or not the combination of both the numbers is registered (S13), and in the case of NO, whether or not MIN= all zeros is checked (S18). In this example, since the result of this checking indicates YES, a called telephone number 'XXXXXXXX' is detected from the received data (S19) and whether or not the number is a number exclusive for an unregistered mobile radio telephone set is checked (S100). When this checking indicates NO, the base station rejects (S111) the call from the mobile radio telephone set and then terminates the call (S114). When the result of the step S110 indicates YES, a speech service is provided between the mobile radio telephone set and a called telephone line terminal equipment (S112) and the speech is continued till either of them makes a call termination operation (S17).
