An access plug (10) for obstructing and sealing an inspection porthole in the wall of insulation surrounding a pipe is provided. The plug comprises a holding flange (30) and a stop (20). The holding flange (30) is engaged with the insulation covering (4) surrounding the inspection porthole. Typically, the holding flange (30) comprises a base (32) having an aperture (34). The base (32) comprises an exposed surface, an engaging surface, and an end. The exposed surface of the base is engaged with the exterior atmosphere. The base (32) extends radially from its aperture along the insulation covering such that the engaging surface is in communication with the outer surface of the insulation covering (4). The stop (20) comprises a wall (26) and a diaphragm (28). The wall (26) has a surface that engages the aperture of the holding flange (30), the collar (36) of the holding flange, or both, for removably securing the stop (20) with the holding flange (30).
