When a fog is generated more than a specific density in the fog zone of a highway, a fog alarming signal is output to a 3rd control part(60) and a fog detecting signal is transferred from the 3rd control part(60) to the 1st control part(14). Also, the control signal is output to a 1st drive circuit(78) and a 4th drive circuit of a fog information panel(8) from the 1st control part(14) and to a drive information part(18). After that, from the 1st drive circuit(78) a DC voltage is fed to alarm lights(24,26), which start flickering. At the same time, the DC voltage is fed from the 2nd drive circuit to a siren(28), from which an alarm sound is generated in a regular cycle.
