An apparatus for encoding a moving image signal is disclosed. The apparatus comprises a DCT type determining unit(110), a first data format converter(112) for converting the frame type of the image data to the field type of the image data, a transforming coder(200), an inverse quantization unit(116), a second format converter(120) for converting and a data transforming and motion compensation unit(300). According to the average value of the vertical correlation of a frame format or a field format, the frame type or the field type of the DCT is performed to enhance the efficiency of the encoding.
