An NMOS transistor(MN1) is turned on by a voltage signal delivered from the connecting point to its own gate. And the NMOS transistor has a resistance value while changes in revers proportion to the volume of the voltage at a connecting point(13). And a PMOS transistor(MP1) is turned on by the voltage signal delivered from a connecting point(14) to its own gate. The NMOS transistor and the PMOS transistor collects and divides the difference of the electric charge between the first and the second power sources and outputs it as a standard service voltage.
