PROBLEM TO BE SOLVED: To obtain a nonhalogenous, water-insol. flame retardant which imparts strong flame-retardant properties to a thermosetting resin. SOLUTION: A compsn. comprising 100 pts.wt. melamine-deriv.-coated ammonium polyphosphate (contg. 0.5-20wt.% melamine units) and 0.1-30 pts.wt. triazine deriv. is reacted with a formaldehyde compd. to give a water-insol., triazine- deriv.-treated modified ammonium polyphosphate. The obtd. modified ammonium polyphosphate in an amount of 0.01-200 pts.wt. is compounded, together with a necessary curative, into 100 pts.wt. thermosetting resin prepolymer to give a flame-retardant thermosetting resin compsn. A test piece obtd. from the resultant compsn. exhibits a flame retardance (UL94V, 1.6mm-thick) of V-0, an oxygen index of 34.0, a surface electric resistance in the hot water immersion test of 4.0×10<16>Ω(initial)→5.5×10<16>Ω(the first run)→5.3×10<16>Ω(the second run), and a bleeding resistance rated as 'exceleent'.
