PROBLEM TO BE SOLVED: To improve transmission efficiency, restrain a rotational vibration during torque transmission and change gears over a wide range by connecting an inner ring to an outer ring rotating at constant speed via a link, displacing the center of the inner ring from the center of the outer ring, and rotating the inner ring at an unequal speed for the transmission of the rotation to an output shaft. SOLUTION: The rotational speeds V1 and V2 of a disc 110 giving a rotation at an angular velocityωcan be expressed as V1=r1ωand V2=r2ωrespectively, provided that the distances from the center 0 of arbitrary points P1 and P2 on the disc 110 are r1 and r2, and, when r1 is larger than r2, V1 becomes larger than V2. Then, a rotational speed (peripheral velocity) at the arbitrary points P1 and P2 is taken out and transmitted to other shafts of constant diameter, thereby obtaining a changed rotational speed. In this case, a ring 2 is positioned within a ring 1, and a point Q1 on the ring 1 and a point P1 on the ring 2 are jointed to each other via a link 3. When the ring 1 rotates at angular velocityω, the ring 2 gives a constant-velocity rotation at the same speed as the ring 1, when the centers of the rings 1 and 2 are aligned with each other.
