An IR keyboard (1) generates key code information corresponding to an operated key, adds break flag information indicating whether the key is "in operation" or "not in operation" to the key code information as the operating state information of the key, adds terminator code information indicating the completion of the key code information corresponding to each key operation to the end of the key code information, and transmits the key code information, break flag information, and terminator code information on infrared signals from a light emitting section (11). A light receiving section (2) receives the infrared signals from the section (11) and inputs the key operation information of the IR keyboard (1) to a computer system (3).
