PROBLEM TO BE SOLVED: To stably obtain an excellent image for a long time with lower power consumption by using fluorine composite material for a cleaning blade and using toner whose grain size and glass transition point are equal to or under a specified value respectively as toner to be used in the device. SOLUTION: The blade edge part of the cleaning blade is constituted of the composite material containing fluorine polymer or (and) fluorine elastomer, and the toner to be used is set so that the grain size is <=8μm and the glass transition point is <=58 deg.C. For example, in the image forming device, an image carrier 101 using amorphous silicon as the photoreceptor layer as the image carrier is used and development is performed with one-component developer by a developing device 104. The fluorine composite elastic material is used for the cleaning blade 107a of the cleaner 107 and only the cleaning blade 107a is used as the cleaning means in the device.
