PROBLEM TO BE SOLVED: To attain data transmission with an optimum efficiency at all times matching the change in transmission environment of data such as change in a host protocol or a weather change. SOLUTION: In the data transmission control system conducting data transmission control by using a hierarchical protocol having layers corresponding to a layer 1 to a layer 4 at least among OSI reference models, selectors 8, 9 selecting functions used for data transmission control (re-transmission controller 1, error correction coder 2, code→physical value converter 3, transmission frame error detector 5, error correction decoder 6, and physical value→code converter 7) among functions of each layer below the layer 2 of the hierarchical protocol and the transmission control of data is conducted through the combinations of functions selected by the selectors 8, 9.
