PROBLEM TO BE SOLVED: To realize effect control and reduction on packet abort in the scramble transmitter to limit a party to reproduce digital coded data with priority. SOLUTION: A scrambler 1c conducts scrambling by revising the scramble mode depending on priority relating to packet abort to obtain a scramble signal. A descrambler 1h conducts processing reverse to above to obtain a reproduction signal. Through the constitution above, scrambling is applied to packets with low priority to realize effect control or series of ciphers with a chain are divided depending on the priority to reduce the effect on packet abort.
