PROBLEM TO BE SOLVED: To precisely estimate an optical flow for a picture containing an area where a discontinuous movement such as the boundary of an object exists by estimating the optical flow through the use of an appropriate normalized parameter estimated every local area. SOLUTION: In a luminance gradient picture generation part 3, a luminance gradient picture in the directions of (x), (y) and (t) is generated for the input picture. Here, (x) and (y) show a coordinate value on the horizontal axis and the vertical axis of a picture space and (t) a coordinate value on a time axis. An optical flow estimation part 4 obtains a flow (u) in the horizontal direction and a flow (v) in the vertical direction from the luminance gradient picture in the directions of (x), (y) and (t) by a relaxing method and it is stored in an optical flow storage part 8. When the number of times of repetition reaches the number of repetition times of termination in the optical flow estimation part 4, a processing advances to a normalized parameter estimation part 5 and the value of the normalized parameterαis gradually reduced by a repetition processing every local area. The appropriate parameterαis finally obtained every local area.
