PROBLEM TO BE SOLVED: To enhance the quantum efficiency and minimize the fluctuation of peak current by forming a photoelectric cathode to which a driving laser beam is irradiated by use of an alloy of alkali metal and Pb. SOLUTION: A photoelectric cathode 12 formed of an alloy of alkali metal and Pb is arranged within a vacuum chamber 11, and a driving laser beam is irradiated to the cathode 12 from a mode clock YAG laser 13 through a mirror 14. A free electron laser accelerator 15 is arranged opposite to the cathode 12. A pulse train-like electron beam is emitted from the cathode 12, and it is incident on the accelerator 15.
