An apparatus for encoding and decoding contour data by frame image of the digital image signal is disclosed. The apparatus comprises an encoder for encoding the contour data; a memory(12) for storing the encoded contour data; a motion estimation unit(13) for estimating the motion between the contour data of the previous frame image and the contour data of the present frame image to provide a motion vector; a motion compensation unit(14) for processing the motion compensation with the motion vector and the previous frame image; a determination unit(15) for determining the similarity between the output from the motion compensation unit and the present frame image; and a transmission controller(16) for transmitting the motion vector in case that the similarity is equal and larger than a predetermined level and for transmitting the encoded contour data of the present frame in case that the similarity is smaller than a predetermined level.
