After digging out a soil in a shape of a hexagon, a waterproof reinforcing layer(1) is formed on the lower side. Further, a waterproof layer(2) as the inclined side integrally connected is manufactured by stacking another layer on the waterproof reinforcing layer, therein another waterproof layer(3) is completed by the method of hardening by congealment. At this time, the waterproof reinforcing layer is not equipped with too high strength and for the soft ground or defective ground, the quality of soil is stabilized by using coal ash and lime ash.
