PURPOSE:To perfectly water without being influenced by the moisture on the surface of a construction by foxing an intermediate article in which a fixing member which possesses adhesiveness and/or cohesiveness is attached onto the surface of a core body member onto the construction and applying a waterproof sheet onto the upper surface of the structure. CONSTITUTION:An intermediate article 10 in which the fixed member 12 and 12 which possess adhesiveness and/or cohesiveness are attached on the surfaces of the core body members 11 and 11 is fixed by the anchoring means such as nails 13 on the surface of a structure such as a primary covered concrete 2 applied onto bank 1. Then, a waterproof sheet 3 made of synthetic resin sheet 15, nonwoven fabric 16, etc., is attached onto the intermediate article 10 by the fixing members 12 and 12 for the intermediate article 1.
