PROBLEM TO BE SOLVED: To generate a data file of a still image with high image quality by directly fetching digital video information such as a digital VTR. SOLUTION: When a key operation for fetching an image is performed, an image fetching program 4a discriminates whether or not image data in the unit of frames extracted from digital image data of a digital VTR fed from an image reception board 3 are proper, and when proper, a header in 32-byte is generated based on a difference from a video format in response to the NTSC/PAL system and it is recorded in a recording medium 6 with a file name, the frame image data in succession to the header for one frame are recorded in the track sequence and one image file is generated.
