PROBLEM TO BE SOLVED: To provide the excellent nigrescent resistance, paint adhesive properties and lubricity while maintaining excellent corrosion resistance. SOLUTION: This organic composite coated steel plate comprises a steel plate executed with a zinc or zinc alloy plated layer, a chromate treated layer formed on the plated layer and having adhesive amount of a range of 1 to 200mg/m<2> in terms of metallic chromium, and a resin film formed on the treated layer in a range of 0.1 to 5μm of thickness. The film contains a composite resin containing (A) mixture of an ethylene ionomer resin and an epoxy emulsion of 40 to 98wt.%, (B) silica fine particles of 1 to 40wt.% and (C) an organic lubricant of 1 to 30wt.% as a main component.
