PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit reducing the power consumption by suppressing the wasteful operation of each circuit block. SOLUTION: At least one pulse signal generating circuits 103-1 to -m operating synchronously with an external clock signal and generating at least one pulse signals within one period of the external clock signal 105 synchronizing with the external clock signal 105 and at least one circuit blocks 102-1 to m operating synchronously with the pulse signal are provided. The circuits 103-1 to -m generating internal clock signals 104-1 to-m for operating each circuit block 102-1 to- m generate the same number of pulse signals as the number of irreducibly minimum clocks necessary for he processing of each circuit blocks 102-1 to -m within one period of the external clock signal 105. When the numbers of clocks necessary for the processing of each circuit blocks 102-1 to -m are different from each other, the number of the pulses of the circuits 103-1 to -m generating the internal clock signals 104-1 to -m driving each circuit blocks 102-1 to -m are made the number of irreducibly minimum pulses necessary for processing each circuit blocks 102-1 to -m.
