<p>PROBLEM TO BE SOLVED: To provide an apparatus for making a waste plastic into an oil, capable of separating a phthalic acid-based plasticizer the waste plastic and dechlorinating the waste plastic. SOLUTION: This apparatus 30 for melting a vinyl chloride resin-containing waste plastic/decomposing it/making it into an oil is equipped with a first heating and melting part 60 for heating and melting at 200-270 deg.C to decompose a phthalic acid-based plasticizer but not a vinyl chloride resin and a second heating and melting part 70 for heating and melting, the waste plastic heated and melted by the first heating and melting part 60, at 280-300 deg.C to decompose the vinyl chloride resin but not the waste plastic.</p> |
