PROBLEM TO BE SOLVED: To provide a dampproof paper which is excellent in dampproof property and dissolution without using wax and possesses a preferable surface state. SOLUTION: This paper is provided by forming a dampproof layer, which contains (a) a dampproof and film-forming synthetic resin (a resin bearing carboxylic acid groups or the like), (b) flat phyllosilicate compound grains having an average grain size of 5-50μm and an aspect ratio of more than 5 and (c) a dampproof improver (a urea-or melamine-formaldehyde resin, aldehydes, an epoxy compound, a cross-linking reactive polyvalent metal compound, a coupling agent, an amine compound, a polyamide compound, a polyamide-polyurea compound and its halohydrine or formaldehyde condensation product), on a paper substrate.
