The invention relates to a process for preparing polyorganosiloxane-containing emulsions having an average particle size of less than 0.3 .mu.m in which, in a first step, (A) a concentrate is prepared by mixing a polyorganosiloxane with water and an emulsifier which is soluble in the polyorganosiloxane. and, in a second step, (B) the concentrate thus obtained is diluted with water to the desired polyorganosiloxane concentration. These emulsions can be used for impregnating fibres and fabrics.
