The special paint, that is, colored-oily noncombustible or fire retardant paint is coated on the surface of combustible matter, when breaking out a fire, heat and flame make it possible to form a membrane of heat-resisting by foaming the coated surface in a regular thickness. The processes comprise the following steps of; a first step: preparing a solvent of MEK, acetone, DEF at a regular ratio to manufacture the transparent oily foaming noncombustible paint and dissolving the solvent with a rubber chloride, a paraffin chloride, a phenol resin, anhydride maleic acid and E.V.A through each process followed by mixing, agitating once again; a second steps, mixing colors, adding a titanium oxide at a regular ratio to express white color and adding a colored organic pigment to express the other color; a third steps, giving a semigloss or dull luster to the mixed color.
