When the temperature of cooling water in cylinder block is below the given temperature, thermo-switch(43) is not operated so the water pump(25) is not operated. When the temperature is above the given temperature, thermo-switch(43) is operated, so the pilot lamp(44) is turn on. Also a magnetic coil(58) is so as to absorb a clutch plate(56) and a clutch wheel(55). The rotation of V-pulley(25-5) is orderly transmitted to a spring(56-1), a clutch flange(53), a clutch wheel(55), a shaft(52) and a pump flange(53) so as to drive a pump(25). When the temperature of cooling water is below 75deg.C, a thermo-switch(43) is operated and an electric current is interrupted. The magnetic force of magnetic coil(58) is disappeared, so the clutch plate(56) is returned by the power of a spring(56-1). Then a pulley and a pump are separated, and a pump(25) is stopped. The rapid starting is improved and the loss of power for engine is decreased, cause the temperature of cooling water is effectively controlled. Holding the water temperature in the best condition, the abrasion of the side of a cylinder is reduced so as to increase the efficiency of an engine. The energy is also saved by preventing a racing for hours in winter.
