The dispenser has a housing (1) which encloses the bags and positions them for use. The housing can be formed of stiff cardboard, metal or plastics, of parallelepiped form which is precept (2) to aid opening and having, on its rear, instructions for its use. The housing can be printed with decorations, such as publicity messages. The cut out panel allows opening of the housing and supported the bags in a vertical position. The bags can be of recycled paper with folds to allow expansion.
