PROBLEM TO BE SOLVED: To obtain a fine zinc oxide particle stuck composite having fine zinc oxide particles tightly stuck to the surface of the substrate in an exposed state without using a binder and satisfactorily exhibiting antibacterial, deodorizing, UV absorbing, photocatalytic, antifouling and cleaning activities. SOLUTION: An acidic soln. contg. zinc ions stuck to the surface of a substrate is allowed to react with an aq. alkali soln. under an alkaline condition to deposit fine zinc oxide particles of <=0.1μm average particle diameter on the surface of the substrate and to obtain the objective fine zinc oxide particle stuck composite having fine zinc oxide particles tightly stuck to the surface of the substrate in an exposed state without using a binder and having antibacterial, deodorizing, UV absorbing, photocatalytic, antifouling and cleaning activities. Immediately after the reaction, aging may be carried out for >=5min in a soln. slightly dissolving zinc oxide.
