PROBLEM TO BE SOLVED: To prevent a carbonation and salt damage, etc., of concrete in a cement mortar for a reinforced concrete. SOLUTION: In the cement mortar (a mixture of the cement, ballast and water), an inorg. ion exchanger having an ion exchange function is added by an amount capable of capturing a chloride ion and carbonate ion incorporated in the cement mortar, and also any of an amine or a composition of an amine and a basic acid or an amine and a polybasic acid is added, and the mortar is used for repairing and restoring a reinforced concrete structure and a degraded reinforced concrete. |
