SOLUTION: A fixed frame 5 is provided by two parallel X direction guide bars 3 and connecting bars 4 and 4', a Y direction guide bar 24 is attached to the X direction guide bar 3 via a supporting member 18 so as to be freely slid, and a Z direction guide bar 34 is attached to the tip of the Y direction guide bar 24 via a guide frame 32. A perforating tool 47 is fixed to the lower end of the Z direction guide bar 34, a pinion provided in the supporting member 18 is engaged with the rack 25 of the Y direction guide bar 24, a pinion shaft is rotated in one direction by a handle while driving the perforating tool 47, and the section of a pipe line 2 is perforated by moving the Y direction guide bar 24 inward.
