PROBLEM TO BE SOLVED: To manufacture a sound absorbing material in which minute fiber bodies are stuck to the surface of a granular particulate by adding powder consisting of liquid binder and minute fiber bodies having spring constant under a specific value to a fluidized bed of powder consisting of granular particulates, through the same adding port. SOLUTION: Fluidization air 2 is supplied from the lower part of a fluidized bed container 1, next granular particulates 3 are charged, and hence a fluidized bed is formed. Liquid binder 5 and minute fiber bodies 4 having spring constant under 1×10<2> N/m are previously suspended, and they are sprayed from an adding port 8 into the fluiduzed bed container 1. Then the minute fiber bodies 4 are uniformly stuck to the surface of a granular particulates 3 flowing up and down, right and left in the fluidized bed container 1. Hereby a sound absorbing material can be manufactured, without granulating of the granular particulates 3 or breakdown of the granular particulates 3 and the minute fiber bodies.
