PROBLEM TO BE SOLVED: To facilitate the manufacture by constituting this wave absorber of a surface arrangement material, which stores many long parallel carbon fibers which are coupled into each bundle and whose electric resistivity peculiar to volume is at a specified value in each of a plurality of parallel grooves made at the rear, and the main body consisting of concrete, which leads to the rear of the surface arrangement member and is united with this. SOLUTION: A wave absorber is constituted of a surface arrangement member 1 and the main body 2. For the surface arrangement member 1, a tile, a ceramic board, a natural stone board, or the like is used. A plurality of grooves 3 are provided in parallel with the surface of the surface arrangement member 1, and in each groove 3, a bundle of carbon fibers are stored. For the bundle of carbon fibers 4, many long carbon fibers are trued up and coupled with one another by an adhesive. For the long carbon fiber, the one where the natural electric resistivity has a value of 10-4Ω.cm-104Ω.cm is used. For the main body 2, iron reinforcing rods 5 are arranged in the concrete, and the reinforcing rods 5 are arranged in parallel apart from the bundle 4 of carbon fibers. The bundle of carbon fibers 4 work as a wave absorbing layer, and the reinforcing rods 5 as a wave reflecting layer, and the concrete as a dielectric layer.
