PROBLEM TO BE SOLVED: To highly accurately, simply and easily test many kinds of protection relays by outputting a voltage or a current signal based on set conditions and test data by a control means. SOLUTION: A setting input part 21 sets an oscillation frequency, an output amplitude and a phase under conditions in accordance with the kind of a test. A control part 22 carries out control operations based on the set conditions when the set conditions are input from the input part 21, with outputting a voltage level signal of each phase, a current level signal through an output part 23 to an external relay. At the same time, when receiving from the outside sequences of a relay output, a breaker contact point, a trip voltage and the like, the control part judges a response of the relay and a series of sequential operations. A memory 24 stores input conditions set at the input part 21 and measurement data judged at the control part 22. A time counter 25 measures a time for the controller 22 to carry out the control operations and judge whether or not characteristics of each relay are good. |
