PROBLEM TO BE SOLVED: To shorten the charging time of a secondary battery. SOLUTION: There are provided a warm-up means 30 including a fan 31 and for making a warm air warmed by the heat generated by built-in electronic circuits flow able toward a secondary battery 25, a warm-up driving means 40 for warming up the warm-up means 30 during the charging of the secondary battery 25, and a temperature controlling means 50 for controlling the temperature of the secondary battery 25 to fall within an allowable temperature range. As a result, when charging the secondary battery 25, it can be warmed up within the allowable temperature range. |
