PROBLEM TO BE SOLVED: To allow each network component station receiving a transport stream of a broadcast material compressed by the MPEG 2 system sent from a main station in real time to easily insert a unique insert material. SOLUTION: A video encoder 11 of a main station 10 applies compression coding to a program source by the MPEG 2 system and a primary MUX 12 generates a transport stream (TSM) describing insert material information to the elementary stream. A component station 20 prepares a transports stream being an insert material such as a CM subject to compression coding by the MPEG 2 is advance in a material server 21 and detects and decodes the insert material information from the transport stream (TSM) from the main station 10 and extracts a transport stream (TSC2 ) of the insert material in matching with the insert material from the material server 21 and inserts it to the transport stream (TSM) and provides the output of the resulting stream.
