DEVICE AND METHOD FOR COMPRESSING VIDEO DATA

PROBLEM TO BE SOLVED: To provide a compressor and a method suitably to generate compressed video data for a near video on demand(NVOD) system. SOLUTION: A video compression section 12 preliminarily applies compression coding to non-compression video data. A difficulty data collection section 16 generates difficulty data denoting the difficulty of a pattern of the non- compression video data based on the data amount of the compressed video data. A rate assign plan section 18 uses the difficulty data to calculate an assigned data amount for each multiplex period. A rate assign controller 20 sets an assigned data amount received from the rate assign plan section 18 sequentially to a bit rate control circuit 134 of a 2nd video compression section 22. The 2nd video compression section 22 applies compression coding to the non-compression video data based on the assigned data set by the rate assign controller 20 to sequentially generate compression video data whose data amount is nearly equal to the set assigned data.
