PROBLEM TO BE SOLVED: To obtain a charge controlling agent having excellent charge controlling property which can be used for various chromatic or monochromatic toners by using an alkaline earth metal salt of alkyl benzoic acid as an effective component of the charge controlling agent. SOLUTION: This charge controlling agent contains an alkaline earth metal salt of alkyl benzoic acid expressed by formula as an effective component. In formula, R is a straight or branched-chain alkyl group having 2 to 5 carbon number and M is an alkaline earth metal. As for a preferable charge controlling agent, R in the formula is a branched-chain alkyl group having 3 to 5 carbon number. The electrostatic charge developing toner contains at least one kind of the charge controlling agent, a resin and a coloring agent. The substituent R in the alkyl benzoic acid metal salt is, for example, a ethyl group, propyl group, isopropyl group, n-butyl group, etc., and especially. an isopropyl group is preferable.
