SOLUTION: A first server 11 adds time referring information to a video signal and outputs it and a terminal 12 adds control time information generated from time referring information to a control instruction and outputs it. The first server 11 returns the camera 111 to the state of the image displayed in a monitor 121 when the control instruction is outputted, based on the control time information. Thus, the deviation owing to delay is corrected.
