摘要 <p>PROBLEM TO BE SOLVED: To restore a battery into the state of connection to an external power supply side automatically by a method wherein the non-use time of the battery is measured and accumulated and the accumulated non-use time is compared with a predetermined limit time and, when the accumulated non-use time exceeds the limit time, an alarm urging the forcible discharge is indicated and the battery is forcibly discharged to a required capacity. SOLUTION: If it is detected that the value of a non-use time counter 22 exceeds a predetermined limit value, a monitoring timer 4 supplies a 'forcible discharge urging indication' command signal to an alarm indicator 5 which indicates the alarm with lamps, etc., by the reception of the command signal. If a user switches a battery discharge switch 6 to the side of a load resistor 7 for the forcible discharge manually, the forcible discharge of a battery 8 is started and, if the forcible discharge is finished, the battery discharge switch 6 restores the battery 8 automatically into a normal state in which the battery 8 can be connected to an external power supply side.</p>
