PROBLEM TO BE SOLVED: To efficiently execute processing by permitting selection control parts provided in plural respective selecting circuits to select a specified processing request from the plural processing requests which are not selected in the other selecting circuits. SOLUTION: When the plural processing requests are inputted to the first selecting circuit 10, a priority control part 12 converts the plural inputted processing requests into plural priority outputs which are sequenced by priority order set in the circuit 10. When selection display is inputted from the selecting circuit 2O to the circuit 10, a restraining control part 13 converts inputted selection display from the circuit 20 into a selection restraining instruction which is sequenced by priority order set in the circuit 10. Then, the selection control part 14 selects the most highest order priority output within the plural priority outputs which do not correspond to the selection restraining instruction in the plural priority outputs which are sequenced by priority order set in the circuit 10. The output is adopted as a selection output being the selection priority output and outputted to a first processing part 40.
